Water, Sanitization and Hygiene (WASH) and Governance in the UAE

Classroom cohorts in Dubai · live online · in-house anywhere in the UAE

Boreholes, kiosks and piped schemes fail far more often from weak management than from broken pumps, leaving communities without water a few years after handover. The week focuses on governance: how to form, train and hold water user committees accountable, with clear constitutions, roles, record keeping and transparent decision-making. You will plan community engagement across the project cycle, from demand assessment and site selection to operation and maintenance agreements. Financing sessions cover tariff setting, cost recovery, savings for major repairs and the service delivery models that keep schemes running long after donors leave.

Sanitation and hygiene promotion is approached in context, drawing on community-led total sanitation, handwashing behaviour change and menstrual hygiene management for schools and health facilities. The last day applies equity and inclusion analysis so that women, people with disabilities and marginalised households have both a voice and access. WASH officers, community development staff, county water officials, utility managers and NGO programme teams make up the intended group. You will finish with a governance and sustainability plan for a water service that can be adapted to your own project area.

About this course

WASH infrastructure failures often stem less from technical problems than from weak governance: water committees that don't function, communities unwilling to maintain systems, or utility staff without accountability. This five-day course teaches WASH professionals to design and strengthen governance structures alongside infrastructure: building functional water committees, engaging communities in water system planning and management, establishing sustainable financing systems, and connecting water services to broader health and sanitation objectives. Participants examine case studies of WASH programs that succeeded and failed based on governance choices.

Practical sessions include analyzing water system governance structures, designing community engagement strategies, and developing a governance improvement plan. Participants leave with practical tools to strengthen governance and ensure the sustainability of WASH systems and services.

Throughout the programme, participants work through realistic scenarios drawn from development initiatives, donor-funded programmes, nonprofit operations, and public sector environments, examining how water, sanitization and hygiene (WASH) and governance is applied in practice and where it most often breaks down. Delegates will develop practical skill in designing appropriate frameworks, selecting and applying the right tools for designing water committee governance, interpreting findings, and communicating conclusions clearly to colleagues, management and external stakeholders. Sessions move deliberately from principles to application, so that each technique introduced is practised against a realistic problem before the programme moves on — strengthening both individual effectiveness and the wider capability of the organizations delegates return to.
