Policy change rarely follows a good argument alone. It follows evidence, timing, coalitions and a precise understanding of who holds decision-making power. Over five days, experienced advocates learn to map stakeholders and power, define a sharp policy ask, and build a campaign that moves legislators, regulators and funders. Sessions cover policy analysis and evidence briefs, theories of change for advocacy, media and digital engagement, and the ethics of lobbying, with attention to the shrinking civic space many organisations in East Africa and beyond must work within.
Participants also practise negotiation, partnership agreements, donor engagement and the tracking of influence through outcome harvesting and advocacy monitoring. The programme is aimed at advocacy and policy managers, programme directors, coalition coordinators and government relations officers in NGOs, networks, think tanks and development agencies. It runs in the classroom in major African cities, online, or in-house for your organisation, and ends with a CPD-accredited certificate. You leave able to draft an advocacy strategy, a policy brief and a partnership plan that can be taken straight into your next engagement with decision makers.
Organisations that work on health, education, governance, climate or human rights know that service delivery alone cannot fix a problem that is rooted in law, budget or regulation. Advocacy is how they change those rules, yet many campaigns stall because the policy ask is vague, the evidence is not persuasive, or partners pull in different directions.
The Advanced Advocacy, Policy Influence & Partnerships Training Course moves experienced practitioners beyond basic awareness raising. It begins with political economy analysis and stakeholder mapping, then turns to building a credible evidence base and a policy brief that busy officials will actually read. Later sessions address campaign design, coalition governance, negotiation with government and private-sector actors, and the structuring of partnerships that survive changes in leadership and funding. Participants also learn to monitor influence when results are indirect and slow.
Teaching is workshop-based. Participants bring a live advocacy issue from their own organisation and develop it through each stage, so that by the final session they hold a tested strategy, a draft policy brief, a coalition plan and a set of indicators for tracking progress.
