Ministers, central banks and development partners must choose between competing policies with limited budgets and imperfect data, and weak analysis leads to costly mistakes. Five days equip economists to move beyond textbook models and produce rigorous, defensible evidence. You study causal inference with difference-in-differences, instrumental variables, regression discontinuity and propensity matching, then extend to panel methods and time-series techniques for macroeconomic questions.
Further sessions cover cost-benefit analysis, distributional and incidence analysis, partial and computable general equilibrium simulation, and microsimulation of tax and transfer reforms. Laboratories use Stata and R with household survey and national accounts extracts. The programme is for policy analysts, economists in finance and planning ministries, central bank researchers, statisticians, consultants and development partner advisers who already hold a working knowledge of econometrics. Delivery is classroom, online or in-house, and a CPD-accredited certificate is issued. Afterwards you can specify an identification strategy, defend modelling assumptions, quantify trade-offs between options and write a policy brief that senior leaders can act on without a technical translator.
Public policy is increasingly judged by evidence. Governments and development agencies in Africa and beyond are asked to show that subsidies, social protection, trade measures and tax reforms deliver results, and analysts who can only describe data are no longer enough. Poorly identified models can mislead leaders as badly as no analysis at all.
The Advanced Applied Economics & Policy Analysis Training Course builds on a working knowledge of regression and moves participants into the methods used in research units and policy think tanks. The week starts with causal identification and the threats to credible estimates, then covers panel and time-series applications, cost-benefit appraisal, welfare and distributional analysis, and simulation approaches such as computable general equilibrium and microsimulation. Each method is linked to a policy question so that participants judge when a technique is appropriate and when it is not.
Instruction is lab-based. Participants estimate models on realistic datasets, interpret output critically, run robustness checks and translate results into plain language. They finish with a policy brief outline and a replicable analysis workflow they can apply to their own institution's questions.
On completion, participants will be able to:
