Programmes that only look at their data at the annual report stage miss the moment to change course, and plans designed far from communities often measure what donors need rather than what local actors value. Across five days you learn to build monitoring, evaluation, accountability and learning systems that feed decisions continuously and shift ownership towards local partners. Topics include theory of change review, learning questions and agendas, the USAID Collaborating, Learning and Adapting (CLA) approach, complexity-aware monitoring, outcome harvesting and Most Significant Change.
Practical sessions cover co-designing indicators with community groups, collecting real-time and feedback data through KoboToolbox and ODK, cleaning and analysing it in Excel and Power BI, and facilitating participatory sense-making workshops where partners interpret results themselves. You also work on decision logs, rapid feedback loops, responsible data practice and closing the loop with communities. MEAL officers, programme managers, local NGO and community-based organisation leaders, donor grant managers and humanitarian accountability staff will gain most. Afterwards you can run a pause-and-reflect session, document an adaptation and justify it with evidence. Classroom, online and in-house formats lead to a CPD-accredited certificate.
Development and humanitarian practice is moving away from fixed, five-year logframes towards programmes that learn and adapt as conditions change. At the same time, the commitment to locally led development asks international agencies to shift decision-making power, resources and data ownership to national organisations and communities. Both shifts depend on MEAL teams that can produce timely, usable evidence and share it in ways local actors can question and act on.
This five-day programme connects data practice to adaptive decision-making. Participants begin with the principles behind adaptive management and locally led approaches, then co-design indicators and data flows with the people closest to the work. They gather routine monitoring, feedback and qualitative data with mobile tools, analyse trends and outliers, and run participatory reflection sessions that turn findings into options. The week ends with learning agendas, decision documentation and the conversations with donors needed to secure flexibility.
The approach is applied throughout: participants work with a realistic programme data set, practise facilitation techniques in small groups and leave with an adaptation plan for their own project.
