Public money spent through tenders is among the most audited and contested activity in any government, and a single flawed evaluation, undisclosed conflict of interest or unmanaged variation can stall a project, invite a bid challenge or end careers. Across five days you examine the governance architecture of a sound procurement system using the UNCITRAL Model Law on Public Procurement, the WTO Government Procurement Agreement, the World Bank Procurement Framework and the MAPS assessment methodology. You then apply that architecture to procurement planning, method selection, framework agreements, bid evaluation and quality and cost-based selection, before turning to fraud and collusion red flags, integrity pacts, debarment and anti-bribery controls aligned with ISO 37001.
The supplier's side is covered too: bid/no-bid decisions, eligibility and compliance documentation, and how contractors manage their obligations once an award is made. Procurement directors, tender committee members, contract managers, internal auditors, oversight agency staff, legal officers and business development leads at firms bidding for public work will benefit most. You leave able to design a compliance assurance plan and defend procurement decisions under scrutiny. Delivery is classroom, online or in-house, with a CPD-accredited certificate.
Governments channel a large share of their budgets through contracts for works, goods and services, which makes procurement the point where policy commitments either turn into roads, medicines and classrooms or leak away through delay, inflated prices and corruption. Development partners, audit institutions and citizens now expect procurement units to show value for money, open competition and a clear audit trail, while firms that sell to the state face rising expectations around integrity and eligibility.
The Government Contracting, Public Procurement Governance and Compliance Strategy Mastery Training Course looks at the whole contracting cycle from both sides of the table. Participants begin with legal and institutional frameworks and the principles of transparency, competition and accountability, then work through planning and market analysis, choice of method, evaluation criteria and award. The middle of the week focuses on integrity risk, from conflicts of interest and bid rigging to sanctions regimes, and on contract administration, including risk allocation, variations, claims and performance monitoring. The final day addresses complaints review, procurement audit, e-procurement and open contracting data, and how to turn all of this into a compliance strategy for a public entity or a contractor.
The approach is advanced and applied. Participants analyse tender files, evaluation reports and audit findings, test their decisions in a simulated bid challenge and produce a compliance roadmap for their own organisation.
