Ministries, central agencies and development organisations are judged on the quality of the advice they give, yet many economic units struggle to turn data into recommendations that leaders trust. Five days of structured practice show senior analysts how to direct that work. Participants review the economic toolkit behind policy design: demand and supply analysis, market failure, fiscal and monetary transmission, cost-benefit appraisal, distributional impact and regulatory impact assessment. They practise reading national accounts, inflation, employment and trade data, building simple forecasts and testing how sensitive conclusions are to assumptions.
Management sessions then turn to running the team: commissioning analysis, reviewing models, setting quality standards, measuring unit performance and managing relationships with ministers, boards and donors. Policy economists, planning officers, budget analysts, research directors, think tank staff and programme managers in government and development agencies will benefit most. Delivery is by classroom in 18 cities, online or in-house, with a CPD-accredited certificate at the end. Afterwards you can frame a policy question, commission and challenge the analysis, and present a clear recommendation with its risks and trade-offs.
Good economic advice is rarely lost for lack of data. It is lost because the question was poorly framed, the model was not reviewed, or the findings reached decision-makers in a form they could not use. Leaders of analysis teams therefore need technical judgement and management discipline together, particularly when budgets are tight and policy choices carry political weight.
This programme moves from foundations to leadership practice. It begins by revisiting the core concepts used in applied policy work, including opportunity cost, elasticities, externalities, public goods and incentives, and then shows how these shape the design of taxes, subsidies, regulation and public investment. Participants work with macro and sectoral indicators, learn the logic of econometric evidence without needing to run regressions themselves, and examine the strengths and limits of cost-benefit analysis, multi-criteria appraisal and impact evaluation.
The final sessions concentrate on performance: planning a work programme, allocating analysts, reviewing outputs, writing policy briefs and managing stakeholders. Teaching uses spreadsheet exercises, short policy cases from African and international settings and a closing brief prepared for a simulated cabinet audience.
