Programmes rarely unfold as their logframes predict. Conflict, drought, price swings and shifting community priorities can make an approved plan obsolete within months, and teams that only report against fixed targets miss the signals that should change what they do. Meanwhile, donors and communities increasingly expect local actors to shape what is measured and how decisions are made. Across five days, you learn to build monitoring and learning systems that support timely course correction. Content includes the Collaborating, Learning and Adapting framework, complexity-aware monitoring, learning agendas, after-action reviews and structured pause-and-reflect sessions.
You also practise participatory methods such as outcome harvesting, most significant change, community scorecards and locally defined indicators, along with feedback and complaints mechanisms aligned with the Core Humanitarian Standard. Sessions on decision logs, adaptive theories of change and flexible workplans show how to document and justify adaptations to donors. MEAL officers, programme managers, field coordinators and localisation leads in NGOs, community-based organisations, UN agencies and government programmes will gain most. Join in a classroom, online or as an in-house group and earn a CPD-accredited certificate. You return able to lead a learning cycle with local partners.
Development and humanitarian work is carried out in settings where cause and effect are hard to predict and conditions change quickly. Traditional monitoring, built around fixed indicators and quarterly reports to a distant donor, often records what happened long after it was useful. At the same time, the localisation agenda and commitments such as the Grand Bargain have pushed organisations to share power with local partners and communities, including over how success is defined and measured.
The Practical Adaptive Management & Locally Led MEAL Training Course shows how to combine these two shifts in day-to-day practice. Participants start by distinguishing simple, complicated and complex problems and what each means for planning. They then design light monitoring systems that capture context change and early outcomes, run reflection and decision-making routines, and use qualitative methods that put community voices at the centre. The course also tackles the practical obstacles: rigid results frameworks, donor reporting requirements, partner capacity, and the power imbalances that can turn participation into a formality.
Each day combines short inputs with facilitated practice, role plays and work on participants' own projects. By the end, participants have drafted a learning agenda, an adaptation decision process and a plan for involving local partners and communities in the MEAL cycle.
