WASH infrastructure failures often stem less from technical problems than from weak governance: water committees that don't function, communities unwilling to maintain systems, or utility staff without accountability. This five-day course teaches WASH professionals to design and strengthen governance structures alongside infrastructure: building functional water committees, engaging communities in water system planning and management, establishing sustainable financing systems, and connecting water services to broader health and sanitation objectives. Participants examine case studies of WASH programs that succeeded and failed based on governance choices.
Practical sessions include analyzing water system governance structures, designing community engagement strategies, and developing a governance improvement plan. Participants leave with practical tools to strengthen governance and ensure the sustainability of WASH systems and services.
