Complex programmes rarely unfold as designed. Markets shift, conflict flares, climate shocks arrive and communities respond in ways no baseline predicted. Funders increasingly accept that fixed activity plans are a poor fit for these conditions, and local organisations rightly ask why monitoring systems are built for external accountability rather than their own decisions.
The Advanced Adaptive Management and Locally Led MEAL Training Course equips senior MEAL and programme staff to close that gap. It starts with the principles of adaptive management and the conditions that make it possible, including flexible budgets, tolerance for risk and clear delegation. It then works through learning agendas, rapid feedback methods, contribution analysis and outcome harvesting, before turning to localisation: shifting agenda-setting, indicator design and data ownership toward national partners and communities. Participants also examine the donor compliance pressures that undermine both agendas and how to negotiate around them.
Teaching relies on facilitated case clinics, live redesign of participants' own frameworks and structured peer challenge. By the final session each participant has a working adaptive MEAL plan, a set of decision triggers and a partnership approach they can take to their country team and funders.
