Development and humanitarian programmes rarely unfold the way the proposal predicted. Markets shift, conflict flares, climate shocks arrive and community priorities change, yet many MEAL systems still track fixed indicators to the end of the grant. Funders are responding with adaptive management requirements and commitments to locally led development, which means monitoring must become a tool for steering, not just reporting.
Applied Adaptive Management and Locally Led MEAL begins with the foundations: reading a theory of change critically, naming the assumptions that carry the most risk, and deciding which evidence would tell you early that a pathway is failing. Participants then build learning routines, including after-action reviews, learning agendas and quarterly reflection sessions, and practise methods suited to complex change such as outcome harvesting, most significant change and contribution analysis. The later days focus on shifting ownership, so that local organisations and community members help set questions, collect data and interpret findings.
Teaching is workshop based. Participants bring a live programme or use a supplied case, and finish with a draft adaptive MEAL plan, a decision-log template and a partner-led learning review design they can take back to their teams.
