Traditional line-item budgets show what will be bought but not what will change, which makes it hard to defend allocations or to see waste. Meanwhile unexpected costs from debt service, guarantees, loss-making public enterprises, disasters and exchange-rate swings regularly push governments off plan.
The Applied Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course shows how to address both problems in one cycle. Participants begin with the budget process, classification and macro-fiscal framework, then move to programme structures, unit costing, baselines and the medium-term expenditure framework. The central sessions cover results chains, indicators and targets, performance information in budget documents and the link between budget, procurement and execution. The fiscal risk component introduces sources of risk, simple quantification methods, a risk register and the content of a fiscal risk statement.
Every concept is applied in a spreadsheet or worked example. Teams cost a programme, prepare a submission, stress-test a forecast and present findings as they would to a budget committee. The course closes with an action plan for strengthening the participant's own budget process.
