Cash and voucher assistance now makes up a growing share of humanitarian response and is increasingly linked to national social protection systems. It can restore dignity, speed up delivery and strengthen local economies. It also demands skills that traditional in-kind distribution never needed: reading market functionality, setting defensible values, contracting financial providers, protecting digital data and detecting diversion without slowing the response.
The Applied Cash & Voucher Assistance Training Course follows the programme cycle from assessment to closure. Participants begin with situation and market analysis and the decision of whether cash is appropriate, proceed through design, targeting, registration and delivery, and finish with monitoring, accountability and learning. Cross-cutting threads include protection, inclusion of women and persons with disabilities, coordination with other actors and the compliance needs of institutional donors.
The course relies on field-style scenarios, worked calculations and templates drawn from common sector tools. Participants handle messy information and competing priorities as they would in an emergency or a protracted crisis. They complete a draft response analysis and monitoring plan that they can adapt for current programmes.
By the end of the course, participants will be able to:
