This Best Practices in Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course gives participants a complete view of the budget cycle with risk and results built in. It covers budget calendars and policy-based planning, revenue and expenditure forecasting, medium-term frameworks and the discipline of hard ceilings. Participants then identify, quantify and rank fiscal risks, and learn how to disclose and mitigate them. The programme moves on to outcome-based budgeting: defining programmes, selecting indicators, setting baselines and targets, and using performance information in allocation and review decisions.
