Humanitarian organisations, governments and donors have committed to deliver more assistance through cash and vouchers, and the sector now expects staff at every level to understand how these programmes work. The evidence is that people spend transfers on what they need most when markets function, but success depends on careful analysis, fair targeting, secure delivery and attention to gender and protection risks. Poorly designed transfers can leave out the most vulnerable, strain local traders or expose recipients to harassment and theft.
The programme walks through the full programme cycle. Participants begin with the principles and terminology of cash and voucher assistance, then practise response analysis to decide when cash is appropriate and when in-kind support or services are better. Market analysis, minimum expenditure baskets and transfer value calculation follow. Later sessions cover targeting and registration, data protection, working with financial service providers, mobile money, e-vouchers and cash in hand, internal controls and risk registers, and the use of cash in sectoral and multipurpose programmes. The final sessions address coordination, links to national social protection, monitoring, accountability and learning.
Teaching rests on case files from drought, conflict and urban displacement settings, calculation exercises and design workshops, so that each participant leaves with working tools adapted to their context.
