Disasters are no longer isolated shocks. In many parts of Africa, repeated floods and prolonged droughts erode household assets before communities have recovered from the last event. When recovery programmes rebuild the same roads, schools and livelihoods in the same vulnerable locations, the next hazard undoes the investment. Governments and development partners therefore expect recovery plans to show how climate risk will be lower afterwards than before.
The Climate Adaptation Strategies for Disaster Recovery Training Course follows a recovery programme from assessment to monitoring. Participants begin with climate projections and local risk, then analyse who and what is vulnerable and why. They move on to recovery planning, sector strategies for housing, water, agriculture and infrastructure, and the institutional arrangements that keep adaptation in the plan once funding is released. A full session addresses how recovery is paid for, including national budgets, climate funds, insurance and community contributions.
Teaching is applied. Participants work with realistic scenarios, produce risk maps and sector plans, and leave with a draft adaptation-focused recovery framework for their own district, agency or programme.
