Public finance is under pressure from rising debt service, volatile revenues and citizens who expect to see what their taxes deliver. Treasuries that rely on manual processes and input-based line items struggle to respond, and hidden liabilities can derail a carefully planned budget within a single year.
The Digital Transformation in Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course combines three reform streams that are usually taught separately. Participants first review how digital tools support each stage of the budget cycle, from call circular and ceilings to approval, execution, monitoring and audit. They then learn to identify, measure and disclose fiscal risks, including contingent liabilities and macroeconomic shocks. Finally they redesign budget classifications around programmes, outputs and outcomes, with indicators that can be tracked in dashboards.
Teaching is workshop-based. Participants examine sample budget documents and execution data, build a simple risk register, map programme results chains and sketch a digital roadmap for their own institution, including data governance, change management and capacity needs. The aim is a budget process that is faster, more transparent and easier to defend before legislators and citizens.
