Funding agreements, humanitarian standards and community expectations have converged on one demand: programmes must be good, and they must answer to the people they are meant to help. Weak quality systems show up as ignored complaints, repeated audit findings, duplicated activities and communities who stop engaging. Strong ones protect beneficiaries, strengthen donor confidence and make results easier to defend.
Enhancing Impact: Program Quality and Accountability Frameworks starts with what quality means in practice and how to define it through standards, benchmarks and measurable indicators. It then covers accountability to affected populations, community participation, information sharing, and the design of feedback, complaints and response mechanisms that people actually use. Later sessions deal with safeguarding links, quality assurance visits, internal reviews, management responses and the use of evidence for adaptive management, so that quality becomes a routine habit across country offices and partner organisations rather than a one-off audit exercise.
The teaching is workshop-based, with facilitators drawing on field experience from humanitarian and development settings. Participants work with sample frameworks, feedback data and programme scenarios, and finish with a draft quality and accountability plan for their own organisation or programme.
