Public confidence is the foundation of banking. Deposit insurance exists to protect small depositors and reduce the incentive for panic withdrawals, but it works only when it is credible, adequately funded, quick to pay and coordinated with other safety-net players. Poor design can also encourage excessive risk taking, so policymakers must balance protection against moral hazard.
The Executive Deposit Insurance & Financial Stability Training Course is pitched at decision makers who shape or oversee these arrangements. It starts with the case for deposit insurance and the international principles that guide schemes. Participants then examine design choices in detail: membership, coverage, funding targets, premium assessment, mandate and powers, and relationships with supervisors and resolution authorities. A substantial part of the week is spent on failure management, from early warning and intervention through resolution options to payout operations, depositor communication and asset recovery.
The second half widens the lens to financial stability. Participants review how systemic risk builds, which indicators matter, how stress tests and macroprudential tools are used, and how authorities coordinate in a crisis. A simulation exercise places participants in the roles of insurer, supervisor and ministry as a bank fails over a weekend. The programme is taught through briefings, comparative regional examples, case discussion and the simulation.
