Donors and development agencies increasingly ask implementers to work adaptively and to shift power, resources and decision-making to local actors, in line with localisation commitments such as the Grand Bargain. Finance systems, however, often still assume that every activity, cost and indicator can be fixed at the proposal stage. The result is a gap between what programme teams learn through monitoring and what the budget allows them to do about it.
The Financial Management for Adaptive Management & Locally Led MEAL Training Course closes that gap. Participants start by examining how adaptive management and collaborating, learning and adapting approaches work in practice and what they demand of financial planning. They then design budgets with appropriate flexibility, set up tracking that links spending to results, and practise reforecasting and realignment when evidence points to a change of direction. Later sessions focus on resourcing MEAL properly, applying value-for-money analysis, and managing sub-grants to local partners and community structures in ways that balance accountability with trust.
The course is highly applied. Participants work with sample donor budgets, financial reports and partner assessments, and are encouraged to bring their own programme documents so that the realignment proposals and partner funding arrangements they develop are immediately usable.
