Governments under fiscal pressure, development partners seeking value for money and regulators weighing new rules all need to know what a policy will cost, who will pay, what it will deliver and whether the budget can sustain it. Economists and policy analysts increasingly carry responsibility for those answers.
The Financial Management for Applied Economics & Policy Analysis Training Course combines public financial management concepts with practical appraisal and modelling. It opens with the budget cycle and how economic analysis feeds into planning and resource allocation. Participants then learn to cost policies and programmes, including capital, recurrent and contingent costs, and to appraise them through cost-benefit and cost-effectiveness methods. The course moves on to fiscal impact and revenue analysis, multi-year projections, and the treatment of risk and uncertainty through sensitivity tests and scenarios, before closing with debt and fiscal sustainability and the communication of findings to non-specialists.
Sessions alternate between concise explanation and hands-on spreadsheet work using case material from health, education, infrastructure, agriculture and tax policy. Participants should be comfortable with basic Excel; the course builds the modelling technique step by step and ends with a short policy brief based on each participant's own model.
