Central banks do not exist to make profit, but they cannot function without financial strength. Losses from sterilisation costs, exchange rate movements or support to distressed banks can erode capital and weaken independence, while opaque accounting can damage public trust. Finance teams therefore need to understand how monetary policy decisions flow through the books.
The Financial Management for Central Banking & Monetary Operations Training Course follows the money through the institution. It starts with the structure of the balance sheet and income statement, then explores how liquidity management, open market operations and lending facilities alter assets, liabilities and earnings. It moves to the management of foreign exchange reserves, covering strategic and tactical asset allocation, performance measurement and the main market, credit and operational risks, before turning to accounting standards, financial reporting and disclosure.
Learning is practical and discussion based. Participants work with simplified central bank balance sheets, forecast liquidity, analyse income sources and test the effect of policy shocks on capital. They also review governance arrangements, including internal audit, risk committees and the relationship with the ministry of finance. The programme closes with a written financial management brief that each participant can adapt for use in their own institution.
