Operations that store, move, test or transform chemicals carry hazards that demand continual spending: engineered controls, inspection, training, monitoring, emergency response and compliance. These costs compete with production targets and capital programmes every budget cycle. Where safety professionals cannot express risk in financial terms, essential improvements are deferred until after an incident, when the cost is far higher.
This course bridges the gap between process safety practice and financial management. It begins by classifying the costs of safety and failure, and by showing how to capture them reliably in the accounts. Participants then learn to build operating and capital budgets for chemical handling areas, laboratories and process units, and to apply cost-benefit analysis, payback and net present value to safety decisions. Risk assessment outputs, such as hazard registers and layers of protection results, are linked to financial exposure so that projects can be prioritised on a defensible basis. Further sessions look at insurance and risk transfer, contractor and procurement controls, waste and environmental liabilities, and the reporting of safety performance and spend to boards.
Learning is through case files drawn from chemical stores, teaching and industrial laboratories and process plants. By the final day, participants prepare a financial justification for a real or representative safety investment and present it to a mock management committee.
By the end of the training, participants will be able to:
