Public bodies and organisations everywhere are being asked to do more with tighter resources. Budgets that are poorly costed, based on optimistic revenue or disconnected from results lead to arrears, stalled projects and loss of trust among citizens, funders and oversight committees. Strong budgeting starts with a few clear principles that any finance or planning officer can learn.
The Fundamentals of Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course gives newcomers a coherent route from basic concepts to modern results-focused practice. Participants learn the stages of the budget calendar, the structure of a budget document, and techniques such as incremental, zero-based and activity-based costing. They then study how revenue is estimated, how expenditure is controlled during the year and how fiscal risks are identified, quantified and disclosed. The programme closes with the shift from inputs to outcomes: designing programmes, setting performance indicators and reporting against targets.
Learning is hands-on. Participants build a small budget in a spreadsheet, test it against shocks, and review sample budget documents to see how good practice looks. The course leaves them with a plain-language checklist and a practical template for their next budget round.
