Cash and voucher assistance has moved from pilot status to a mainstream part of humanitarian and early recovery programming. Recipients can choose what they need most, local traders benefit, and delivery costs are often lower than for in-kind aid. Yet the approach is only as good as the analysis behind it: where markets are not functioning, where financial services are unavailable or where protection risks are high, cash may be the wrong choice or may need safeguards.
Fundamentals of Cash & Voucher Assistance Training Course gives newcomers and those moving into cash roles a clear grounding. It defines the terminology and modalities, explains how response analysis leads to a decision on cash, and walks through market analysis, objectives, targeting, transfer value calculation, delivery mechanisms and the contracts needed with service providers. Participants then consider data protection, accountability to affected people, risk registers, internal controls and reconciliation, before closing with monitoring, evaluation and learning.
Sessions are interactive and built on realistic scenarios from drought, displacement and urban crisis contexts. Participants practise with tools and templates they can take back to their offices.
