Development and humanitarian practice is moving away from fixed blueprints towards programmes that learn and adjust as conditions change, and towards models in which local organisations and affected communities hold real influence over priorities, budgets and measures of success. Both shifts sit uneasily with traditional compliance systems built around logframes, fixed work plans and top-down reporting. Without clear governance, adaptive and locally led approaches can look like poor discipline to auditors and donors, and partners can end up carrying risk without authority.
The Governance and Compliance in Adaptive Management & Locally Led MEAL Training Course shows MEAL and programme teams how to build the structures that make flexibility defensible. It begins with the principles of adaptive management and the commitments behind localisation, then examines governance arrangements that share decision rights with local actors, and the learning systems that generate timely evidence for decisions. Accountability to affected people, safeguarding and responsible data follow, and the week closes with donor rules, grant modifications, audit trails and reporting formats that document why and how a programme changed.
Participants work with programme scenarios from health, livelihoods, governance and emergency response settings. Each person drafts a governance and learning plan for a real or planned programme, ready for discussion with partners and donors.
