Bank failures are rare, but when they happen the damage to savers, businesses and the wider economy is large and fast. Schemes that insure deposits and the authorities that supervise and resolve banks must be ready before any crisis arrives, with clear mandates, adequate funding, accurate data and tested coordination. Weak governance or unclear legal powers turn an isolated failure into a loss of confidence across the system.
This advanced programme is designed for professionals inside and around the financial safety net. It opens with the purpose of deposit insurance and financial stability, the international standards that guide them and the institutional design choices that follow: mandate, powers, independence, accountability and board oversight. Participants then study funding and premium models, investment of the fund, coverage and eligibility rules, preparation for a payout, and the interface with supervisors and resolution authorities. The later sessions deal with compliance and integrity, including anti-money laundering, internal control and audit, transparency and public awareness, and with managing a live crisis through simulation.
Teaching blends international practice with examples from African and emerging markets. Delegates use self-assessment tools, work through a failure scenario, and finish with a gap analysis and reform plan for their own institution.
