Across Africa, governments and utilities are being asked to expand electricity access, absorb rising demand and move away from fossil fuels while protecting affordability, jobs and public revenue. Climate commitments, shifting donor priorities and falling renewable costs have created real opportunities, but projects stall when planning, financing and community consent are treated as separate problems.
The Just Energy Transition Strategy and Implementation for African Utilities and Governments Training Course follows a transition from diagnosis to delivery. Participants begin by mapping the power system, its emissions, its workforce and its fiscal dependence on fossil fuels. They then compare least-cost generation, grid and storage options, examine utility business models and tariff design, and study how concessional and blended finance can be layered around a pipeline of projects. The later sessions concentrate on people: retraining, social dialogue, land and livelihood impacts, women's participation and the rules that keep benefits local.
Teaching is applied. Delegates use realistic country and utility data, work in mixed teams that reflect the ministries, regulators and operators involved in a real transition, and finish with a draft roadmap and delivery plan for their own institution.
