Development and humanitarian programmes rarely unfold as designed. Contexts shift, assumptions fail and communities know things that logframes miss. Organisations that insist on rigid plans end up reporting activities rather than change, while those that learn and adjust quickly keep their results on track. At the same time, funders and civil society are pressing for locally led approaches in which national and community organisations set priorities, hold budgets and judge success.
This programme gives senior managers the leadership tools to run adaptive, locally led MEAL systems. It starts with the principles of adaptive management and what they demand of governance, budgeting and donor relationships. It then moves through learning agendas, theory of change testing, real-time data and complexity-aware methods, before turning to localisation: partnership models, shared accountability, and measurement approaches that local organisations own. The closing sessions look at organisational culture, incentives and the personal practice of leaders who want evidence to shape decisions.
Teaching is discussion-led and case-based. Participants test ideas against their own portfolios, and by the end they hold a draft adaptive management framework, a partner decision-rights map and a calendar of learning reviews ready to take back to their teams.
