Humanitarian and social protection actors now deliver a growing share of assistance as cash or vouchers, because recipients can prioritise their own needs and local markets benefit. The approach also changes the risk picture. Money moves through banks, mobile networks and agents, personal data is collected at scale, and decisions about who receives what are scrutinised by communities, governments and donors alike.
This training course gives leaders the knowledge and management tools to make cash and voucher assistance perform. It starts with the CVA cycle and the decisions that shape it: situation and market analysis, objectives, modality and delivery mechanism choice, and transfer design. It continues through targeting, beneficiary registration and feedback systems, then examines financial service provider selection, contract management and reconciliation. Further sessions address risk, including diversion, protection concerns and data protection, and show how to build monitoring frameworks that measure outcomes, cost efficiency and value for money.
The course is taught through scenarios from displacement, drought and urban crisis contexts. Participants work on a response analysis, a risk register and a performance dashboard, and practise the leadership conversations that keep teams and partners aligned during implementation.
