Public confidence in government depends on how institutions are led, not only on how they are designed. Mandates grow, budgets tighten and citizens expect open, responsive service, while audit queries, procurement scandals and politicised appointments show how quickly weak governance erodes legitimacy. Leaders who understand the principles of good governance, and who can turn them into daily management practice, are the difference between reform on paper and reform that lasts.
This training course moves from foundations to practice. It starts with the principles of public governance, the roles of the executive, legislature, judiciary and oversight agencies, and the leader's duty to the public interest. It then covers strategic leadership, ethical decision-making, managing political and administrative relationships, performance management, risk and internal controls, and transparency in budgeting and procurement. The final sessions address change leadership, citizen engagement and how to sustain reform when leadership or political priorities shift.
Teaching relies on real governance dilemmas rather than lectures alone. Participants analyse case files, role-play stakeholder negotiations, apply governance self-assessment tools to their own institutions and leave with a reform action plan they can present to their principals or boards.
