Adaptive management asks programme teams to treat their plans as hypotheses, test them against evidence and change course when the context or the results demand it. Locally led approaches go a step further by putting communities, local organisations and national partners at the centre of deciding what is measured, how data is interpreted and which adaptations are made. Together they challenge traditional MEAL systems built mainly for upward reporting to donors.
The Management of Adaptive Management & Locally Led MEAL Training Course shows MEAL and programme staff how to build systems that serve learning and local ownership as well as accountability. Participants examine the principles of adaptive programming, design learning questions and feedback loops, adapt indicators and data collection with community participants, and explore methods that capture unexpected results. Later sessions address governance: who decides on adaptations, how decisions are documented, and how to agree flexible reporting and budget arrangements with funders.
The course is highly participatory. Participants work in small teams on a programme scenario that changes each day, revisiting their MEAL plan as new evidence and community feedback arrive, and finish by presenting a redesigned plan to their peers.
Participants will be equipped to:
