Public finance managers work under growing pressure. Citizens expect visible results, development partners expect transparency, and treasuries expect agencies to live within ceilings while absorbing shocks from commodity prices, exchange rates, disasters and contingent obligations. Traditional budgets built on last year's figures plus an increment rarely show what spending achieves, and they conceal risks that surface later as arrears or emergency supplementary requests.
The Management of Budgeting, Fiscal Risk & Outcome-Based Budgeting Training Course gives participants a complete view of modern budget management. It covers the legal and institutional setting, fiscal rules, revenue and expenditure forecasting, strategic planning links, costing and prioritisation, and the preparation of a medium-term framework. Participants then study execution: commitment control, procurement alignment, cash planning, virements and reallocations, and reporting. Fiscal risk is treated as a core discipline, with methods for classifying risks, assessing probability and impact, building sensitivity scenarios and disclosing results. The final block introduces programme and outcome-based budgeting, performance indicators, evaluation evidence and spending reviews.
Learning combines concise lectures with spreadsheet workshops on realistic budget extracts. Participants leave having drafted a programme budget structure, a fiscal risk register and an improvement plan for their own institution.
