Cash transfers and vouchers have become one of the most widely used forms of humanitarian and social assistance, and donors increasingly expect them to be the default option wherever markets function. That expectation brings responsibility. Agencies must show that transfers are the right size, reach the right households, are delivered safely and do not distort prices or expose recipients to harm or fraud.
Management of Cash & Voucher Assistance Training Course provides a complete grounding in how to run such programmes. Participants begin with the principles of cash-based programming and the factors that decide between cash, vouchers and in-kind support. They then study market analysis, setting transfer values and multipliers, selecting delivery partners, targeting and registration, and coordinating with other actors and national systems. Later sessions address financial controls, fraud and diversion, data protection, gender and protection concerns, monitoring and learning.
The course is taught through field-based scenarios and working documents. Participants practise with sample market price data, registration lists and provider proposals, and leave with practical templates for feasibility, procurement of services and monitoring that they can apply on their next assignment.
