Organisations in the public, private and non-profit sectors spend considerable effort on codes of conduct, ethics training and declaration forms, but they seldom test whether this effort reduces bribery risk. Without measurement, leaders cannot tell whether a quiet complaints channel signals a clean culture or a frightened workforce, and funders are left with assurances rather than evidence. Monitoring and evaluation brings the discipline of results-based management to integrity work.
The Monitoring and Evaluation of Anti-Bribery, Ethics & Conflict of Interest Training Course follows the life of an integrity programme. Participants begin by mapping bribery, ethics and conflict of interest risks and building a theory of change that links activities to behavioural outcomes. They then design indicators and baselines, choose data sources, and learn practical methods for assessing registers, procurement files, hotline records and staff perceptions. Later sessions address evaluation questions, control testing, analysis of qualitative evidence, and reporting that persuades boards and audit committees. ISO 37001 and other recognised integrity frameworks serve as reference points.
The approach is workshop-based. Participants draft a results framework for a realistic programme, analyse sample survey and register data, and finish by preparing a short evaluation brief with recommendations that could be taken to senior management.
By the end of the course, participants will be able to:
