Public financial management reforms have pushed many governments from line-item budgets towards programme and outcome-based approaches, but the shift only works when monitoring and evaluation are built in. Without credible indicators, spending reviews become arguments about inputs, and without a view of fiscal risk, surprises in guarantees, arrears or revenue can overturn a carefully prepared plan.
This programme gives practitioners a connected method. Early sessions explain how an outcome-based budget is structured, from national priorities and programmes to outputs, activities and costs. Participants then learn how to select and quantify performance indicators, set baselines, collect data and prepare quarterly and annual performance reports. Evaluation methods follow, including spending reviews, value-for-money assessment and programme evaluation using the OECD-DAC criteria. The second half addresses fiscal risk identification, classification and disclosure, with practical tools such as risk matrices, sensitivity analysis and stress tests of key assumptions.
Instruction relies on worked budget extracts, indicator design clinics and group simulations of a budget review hearing. Each participant completes the course with a draft monitoring framework for a programme from their own organisation.
