Central banks operate with substantial independence, and with it comes an obligation to show results. Governments, rating agencies, the IMF and the public increasingly expect clear evidence of how interest rate decisions, liquidity operations and reserve policies serve the mandate. Without structured monitoring and evaluation, institutions risk repeating ineffective measures and weakening their credibility.
This advanced programme adapts established monitoring and evaluation practice to the specific setting of a central bank. Participants first translate legal mandates and strategic plans into results chains and measurable indicators. They then study the operational toolkit, from policy rate setting and open market operations to reserve management and exchange rate interventions, and learn how to monitor each tool with data on liquidity, interbank rates, pass-through and market functioning. Later sessions introduce evaluation designs suited to policy questions, including event studies, counterfactual comparison, forecast error analysis and structured post-implementation reviews.
The delivery is workshop based. Delegates develop a scorecard, test indicators against sample time series, draft an evaluation plan for a chosen operation and practise presenting findings to a governing board. Throughout, attention is given to data quality, independence of review and risk to the institution's reputation.
