Rigid project designs struggle in the settings where most development and humanitarian work takes place. Markets move, security changes and communities reveal needs that planners did not anticipate. At the same time, the localisation agenda, reinforced through commitments such as the Grand Bargain, asks international agencies to hand more control over priorities, resources and evidence to national and local actors. MEAL has to serve both shifts: generating evidence quickly enough to inform decisions, and doing so in ways that local partners and affected people own.
The Operational Excellence in Adaptive Management & Locally Led MEAL Training Course works through this from design to practice. It begins with complexity and the principles of adaptive management, then reframes theories of change and results frameworks so assumptions can be tested. Participants build light, decision-focused monitoring systems, practise qualitative and participatory methods that capture unexpected change, and set up learning routines and accountability mechanisms that close the loop with communities. The final sessions address the operational side: budgets, donor agreements, partnership models and the organisational culture needed to make adaptation routine rather than exceptional.
Teaching is highly applied. Participants bring a current programme, revise its MEAL plan step by step during the week and test their adaptations in group clinics with fellow practitioners.
