Banking systems in Africa are growing more complex, with cross-border groups, mobile financial services and new products testing the capacity of both supervisors and banks. Regulators are expected to apply international standards consistently while keeping inspection cycles manageable, and banks must show that compliance is part of day-to-day operations rather than an annual exercise.
The programme treats supervision and compliance as two sides of one discipline. Participants begin with the architecture of a supervisory authority and the principles of risk-based supervision, then move through the analysis of capital, asset quality, earnings, liquidity and governance. They examine how Basel requirements are implemented in practice, how expected credit loss models influence the figures regulators receive, and how stress tests are designed and interpreted. Separate sessions deal with money laundering and terrorist financing risk, conduct supervision and consumer protection.
Operational excellence is the thread that ties the days together: workflows, templates, escalation rules, quality review of findings and measures of supervisory effectiveness. Learning is case-based, with anonymised bank data sets, mock inspection exercises and report-writing practice, and each participant finishes with an improvement plan for their own supervisory unit or compliance function.
