Public and institutional budgets are under pressure from rising debt service, uncertain revenues and demands for visible results. Organisations that improve the efficiency of their budget process, understand the risks to their fiscal position and show what each allocation achieves are better placed to defend their funding and to avoid emergency cuts.
The course begins with diagnosing the current budget cycle, identifying bottlenecks in preparation, approval, execution and reporting, and applying process improvement methods to remove delay and rework. It then introduces fiscal risk management, including sources of risk, quantification, contingent liabilities, public-private partnerships and enterprise exposures, and the use of stress tests in medium-term planning. The final sessions focus on outcome-based budgeting: results chains, programme classification, indicator selection, targets, performance reviews, and the use of evidence to reallocate funds.
Participants learn through templates, calculation exercises and case material drawn from typical ministry, agency and county situations. By the close they will have a prioritised process improvement list, a fiscal risk register and a draft results framework for one programme of their own.
