Cash and voucher assistance has become one of the main ways humanitarian and social protection programmes support people in crisis, and as programmes grow, the weaknesses in their delivery systems become expensive. Delayed payments, duplicate registrations, unreconciled transfers and slow responses to complaints erode trust with communities and donors alike. Agencies are under pressure to show that more of every budget reaches recipients and that transfers are safe, timely and accountable.

The Operational Excellence in Cash & Voucher Assistance Training Course applies process improvement thinking to the whole CVA cycle. Participants begin by mapping current workflows and defining performance standards, then examine registration and targeting, delivery mechanisms and provider management, and the financial controls that protect funds. The programme continues with accountability to affected people, post-distribution monitoring and cost-efficiency analysis, and ends with a practical improvement plan built around root cause analysis and simple performance dashboards.

Learning is organised around a fictional but realistic multi-mechanism response in which participants trace a transfer from approval to receipt, diagnose failures and test fixes. Tools such as process maps, RACI charts, SOP templates, reconciliation checklists and KPI dashboards are built during the sessions and can be reused in participants' own operations.

Participants will be equipped to:

• Map the end-to-end CVA delivery process and identify bottlenecks, waste and control gaps.
• Apply Lean and root cause analysis tools to reduce payment delays and errors.
• Design standard operating procedures and RACI charts for registration, payments and reconciliation.
• Select and manage delivery mechanisms and financial service providers through clear service level agreements.
• Strengthen financial controls, deduplication and reconciliation to prevent fraud and diversion.
• Measure cost-efficiency using cost-transfer ratios and total cost to deliver.
• Use feedback mechanisms and post-distribution monitoring data to drive service improvements.
• Lead a continuous improvement cycle supported by performance dashboards and regular reviews.

The week is built around a realistic multi-mechanism cash response that participants analyse and improve, through:

• Process mapping workshops using swimlane diagrams and sticky-note walls
• Reconciliation and cost-efficiency exercises on sample payment data in Excel
• Role plays negotiating service levels with a financial service provider
• Root cause analysis clinics on delivery failures brought by participants
• Dashboard building in Excel or Power BI using monitoring data
• Group presentation of improvement plans with peer critique

On completing the five days, attending each session and submitting the process map, reconciliation exercise and improvement plan, participants are awarded a CPD-accredited Certificate of Completion issued by Vision Reach Global Consultancy.

The certificate records the course title, dates and mode of delivery.
