Bank failures are uncommon but costly, and the quality of preparation largely determines whether a failure stays contained or spreads to other institutions. Deposit insurance sits at the centre of the financial safety net alongside supervision, lender of last resort and resolution authorities. Newer and smaller schemes in particular must build funding, data, legal powers and operational capability while also contending with fast-moving digital banking and cross-border groups.
The programme opens by placing deposit insurance within the wider architecture of financial stability and examining the objectives, mandates and governance models schemes use around the world. Participants then analyse scheme design choices, including eligible deposits, coverage limits, membership, funding and premium assessment. Mid-week sessions focus on the fund, from target ratios and stress testing to liquidity access and prudent investment. The remaining sessions cover the operational core: early detection, failure resolution options, depositor data and reimbursement processes, communication with the public and post-failure recoveries.
Delegates apply each topic to a fictional banking system with sample balance sheets and depositor files, and complete a simulated payout planning exercise as a closing assignment.
