Public institutions are increasingly judged on measurable outcomes rather than stated intentions, yet many still lack the tools to define, track, and report performance credibly. This course gives public sector professionals a structured approach to performance measurement, from designing key performance indicators to building balanced scorecards and performance contracts that link individual, departmental, and institutional results together.
Using examples from performance contracting frameworks common in government agencies, participants learn to set realistic targets, avoid indicators that reward activity over impact, and run fair staff appraisals. The course closes with participants drafting a performance measurement framework for their own department.
Throughout the programme, participants work through realistic scenarios drawn from public sector institutions, private enterprises, development organizations, and regulated professional environments, examining how performance measurement and management in the public sector is applied in practice and where it most often breaks down. Delegates will develop practical skill in designing appropriate frameworks, selecting and applying the right tools for public sector performance management, interpreting findings, and communicating conclusions clearly to colleagues, management and external stakeholders.
