Central banks pursue price stability, financial stability and sometimes growth and employment goals through a small number of instruments, yet the quality of their implementation varies widely. Shallow money markets, excess or scarce liquidity, volatile capital flows and fiscal dominance all complicate the transmission of policy. Staff who understand both the theory and the machinery of operations are essential to getting decisions to work.
This course follows the policy process from design to execution. It opens with monetary policy frameworks, including inflation targeting, monetary aggregate targeting and hybrid approaches, and the operational targets that support them. Participants then study the toolkit of reserve requirements, discount window and standing facilities, auctions of securities and repos, and foreign exchange operations. Liquidity management is covered in depth, from the central bank balance sheet and autonomous factors to daily forecasting. Later sessions treat reserve management, payment systems oversight and the planning of change, including governance, risk control and communication.
The learning approach combines concept briefings with simulations and worked examples. Participants forecast liquidity, choose instruments for a given scenario and write an implementation plan for a policy change.
