Banking crises, however rare, impose high costs on depositors, taxpayers and the wider economy. Authorities in many African and emerging markets are creating or strengthening deposit protection arrangements, often alongside new resolution laws and closer supervision of digital finance. A scheme that exists on paper but has no funding, data or tested procedures will not preserve confidence when it is needed most.
The Planning and Implementation of Deposit Insurance & Financial Stability Training Course follows the path from policy to operations. Participants study the objectives of deposit protection, how it fits into the financial safety net, and the legal and governance features of well-designed schemes. They then work through technical decisions: coverage levels, scope, funding targets, premium assessment and investment of the fund. A substantial part of the week focuses on readiness: obtaining depositor records, verifying claims, paying quickly, communicating clearly and working with the supervisor and resolution authority when a bank is in difficulty.
The delivery is workshop-based. Participants use simplified data sets to calculate coverage and premiums, run a payout simulation, discuss crisis case studies from different regions and draft an implementation plan for their own jurisdiction or institution.
