Sound policy begins long before a document reaches a minister's desk, with a clearly defined problem and honestly analysed options. This course walks participants through the full policy cycle, from problem identification and stakeholder consultation to options analysis, cost-benefit evaluation, and drafting. It focuses on the analytical discipline that distinguishes workable policy from a document that looks complete but fails on implementation.
Participants practise applying analytical tools to a real policy problem, weighing competing options against defined criteria, and drafting a policy brief suitable for decision-makers. The course also covers managing stakeholder consultation, a step frequently rushed but essential to policy that holds up once implemented.
Throughout the programme, participants work through realistic scenarios drawn from development initiatives, donor-funded programmes, nonprofit operations, and public sector environments, examining how policy analysis and development is applied in practice and where it most often breaks down. Delegates will develop practical skill in designing appropriate frameworks, selecting and applying the right tools for working through the policy cycle, interpreting findings, and communicating conclusions clearly to colleagues, management and external stakeholders.
