Development and humanitarian funders increasingly say they want programmes that learn and adjust, and that shift decision-making power to local actors. In practice, many organisations find their own systems working against those aims: results frameworks are locked at inception, budget revisions take months, and due diligence requirements exclude the community organisations best placed to lead. Monitoring, evaluation, accountability and learning (MEAL) teams sit at the centre of this tension, because they control the evidence that justifies changing course.
The Policy and Regulatory Frameworks for Adaptive Management & Locally Led MEAL Training Course examines the rules that shape adaptive and locally led work and how to operate within them. Participants review donor policy on adaptive programming and localisation, humanitarian accountability standards, national monitoring and evaluation policies, and data protection and safeguarding obligations. They then translate these into practical tools: flexible results frameworks, learning agendas, decision logs, risk-based partner assessments and participatory MEAL plans that give communities and local partners a real role in defining success. Attention is also given to power, ethics and the reporting burden placed on small organisations.
Each day mixes policy analysis with applied exercises on a composite programme. Participants finish by drafting a policy and MEAL reform proposal for a programme they work on.
