Agricultural growth depends as much on the rules of the game as on seeds, finance and infrastructure. Licensing burdens, inconsistent levies, quality standards that smallholders cannot meet and weak contract enforcement all push up transaction costs and discourage investment. Governments, donors and private firms increasingly seek evidence-based reform that makes markets work for farmers and small enterprises.
The Policy and Regulatory Frameworks for Agribusiness, Value Chains & Market Systems Training Course helps participants understand how policy is made, implemented and contested. It moves from the national agricultural policy cycle and the institutions involved, through regulation of inputs, produce quality, food safety, land and water, to trade, tariffs and regional integration. Participants then learn to analyse a value chain for regulatory bottlenecks, assess who gains and loses from a rule and design a reform proposal with realistic steps.
The course is workshop based. Participants map the regulatory environment for a commodity of their choice, interview each other as stakeholders, draft a policy brief and rehearse a presentation to a decision-maker. The result is a practical advocacy plan they can take back to their organisation or sector association.
