Energy used for cooling, lighting, appliances and heating accounts for a major part of final energy demand, and the way a building is designed largely fixes how much it will use. Policy is the lever that reaches every new project and every retrofit. Where codes are missing, weak or unenforced, owners and occupants pay for inefficiency year after year, while grids are strained by avoidable peak demand.
The Policy and Regulatory Frameworks for Building Energy Performance & Decarbonisation Training Course explains how governments and cities build effective regimes. Participants study the policy toolkit, from mandatory codes and performance standards to certification, labelling, disclosure and financial incentives. They look at how rules are developed with industry, how compliance is checked at design and completion stages, and how capacity in building control departments is strengthened. The course then links building energy rules to decarbonisation: whole-life and embodied carbon, fuel switching, on-site renewables and the national climate plans that set the direction.
The programme combines presentations with comparative case studies and drafting workshops. Delegates assess their own jurisdiction's regulatory gaps and leave with a structured options paper, a stakeholder engagement plan and a phased implementation roadmap.
