Organisations across the public, private and non-profit sectors are under constant pressure to restructure, digitise and reshape their culture. Yet the legal and policy environment around change is demanding. Staff have rights to fair process, information and non-discrimination, boards must authorise major decisions, and regulators expect evidence that reforms respect governance rules. Change programmes that overlook these points lose time, money and trust.
This course gives organisational development and HR professionals a structured understanding of the policy and regulatory frameworks that govern change. Participants review the sources of employment and governance obligations, learn how to screen a change proposal for compliance risk, and plan consultation and communication that meets both legal duties and good practice. They examine how internal policies on conduct, performance, reward, grievance and speaking up express and reinforce an intended culture, and how to review and update them without creating contradictions.
The course uses realistic restructuring and culture scenarios and draft documents. Participants work in groups to build change risk registers and policy packs, and finish with a practical roadmap for taking regulatory considerations into their next organisational development initiative.
