Digital tools are reaching millions of smallholder farmers through basic phones and smartphones, bringing weather information, market prices, credit, insurance and input supply to places that traditional extension never served well. The same tools collect large amounts of personal and farm data, move money and make advisory claims that farmers act upon. Without clear and proportionate rules, the benefits can be undermined by exclusion, exploitation or loss of trust.
This programme gives participants a structured understanding of the policy and regulatory environment for digital agritech. It starts by mapping the ecosystem of services, actors and business models, then examines the separate policy domains that apply: agriculture and seed or input regulation, communications and platform licensing, financial services and consumer protection, data governance and competition. Participants evaluate how rules in different countries have evolved, discuss the use of regulatory sandboxes, and consider how governments can coordinate across ministries. The later sessions focus on practical policy design, stakeholder consultation, implementation and monitoring, and on how companies can build compliance and ethics into their products.
Participants analyse real policy documents and case examples, and finish with a policy brief or compliance plan relevant to their own role.
